getFailedRecipientCount
Counts the recipients that have been skipped during dispatch in Optimizely Campaign.

Return values
Number of skipped recipients during dispatch.
This is the previously-calculated number of recipients minus the number of actual recipients. A significant number of skipped recipients indicates a serious configuration problem with the mailing. Returns 0 if a mailing has not been started yet.
