Keiko Lynn on Instagram: "🌧️ DIY Glowing Rain Cloud Hat 🌧️ It’s so easy to make a glowing rain cloud hat, you could do it today for a last minute Halloween costume! Here’s how:

Use any hat with a stiff, wide brim as the base and build it out with cardboard. I just used a package that came in the mail and glued it on with spray adhesive. Make sure you press down and let dry so it’s sturdy. Cut into the general shape you want. 
Use spray adhesive to cover the bottom with white fabric. Cut the circle out of where your head will go and make little notches to tuck the insides in with glue.

Cover the top of the hat with poly-fil and then cover in batting. You don’t *have* to do this but it gives a cleaner base to work with so nothing peeks through.
