Bug Description
GRACE-DA configuration seems to have a timing error, where the file output for the first day of the month does not include the analysis updates. The first day's output only represents the output from the model run of the first loop (used to calculate the innovations). When the model is rewound to write the analysis updates, the output is done from the second day of the month, due to a timing error in the rewinding process.
