Prebuilt workspaces are subject to the same quota restrictions as human users.
We can predict when prebuilt workspaces will run out of quotas based on the number of prebuilds desired across all presets of all templates. When this total number of desired prebuilt workspaces approaches some configurable threshold, we should notify administrators to reduce their prebuilt workspace requests or increase their quotas.
