Especially for C/C++, it would be nice to have binaries which are easier to debug:

Disable default hardening flags (messes with source mappings)
Disable code optimization (messes with source mappings)

Unanswered questions:

convention around "debug" output?
separatedebuginfod integration? https://discourse.nixos.org/t/announcing-nixseparatedebuginfod-a-tool-to-fetch-sources-debug-symbols-of-nix-packages-in-gdb/25171

Proposal:

import core-pkgs {
  inherit system;
  config.debugging.enable = true;
};

Build systems (such as CMake through setup hooks) would honor this behavior, switching to -DBUILD_TYPE=Debug
