Repo is now in production

The goal of this code is to provide conversion of data that represent time spend, which often is express with four digits. ie 12:34. Which in this case is 12 minutes and 34 seconds. This format is not normaly supported by field conversion into Time. It need to be converted into "00:12:34" in this sample.

Program is developed as an function in Python.
