Not sure on which level this bug is, and if this is bug at all.
I have MacOS, and here is how README.md files look in Finder (look to dates):

Date Created and Modified - 26-Oct-1985 at 09:15. "Today" refers to May-25-2019.

I use English language, Polish, Ukrainian. Default Terminal/Finder/MacOS language is English (in fact Polish Pro, not Cyrillic I mean).

My MacOS v10.14.4.
node v11.14.0
npm v6.7.0
create-react-app and react-script v3.0.1

I was going to make a joke about this, but it appears to be related to an NPM issue (or feature).
npm/npm#20439
