Tests flaking on tool artifact extraction on Windows #126438

This issue is happening again on CI.
cc folks from the previous instance: @gspencergoog @christopherfujino @Hixie. From the thread on the previous GitHub issue, it sounds like there may be new logging to examine. Provisionally assigning to @christopherfujino to investigate that, and marking P1 to match the elevated flake rate.
