What do you need help with

When experimenting with new macOS version, since we want to limit impact to the master and release branches while experimenting, we usually only upgrade a few bots at first.

However, we still want to test all the tests. With only a few bots available, this can take a long time to get through all the tests, which is okay for our use case. If it takes 24+ hours to run all the tests, that’s fine. However, tests will timeout if they’re pending too long (I think this is controlled by “scheduling_timeout” and “execution_timeout”).

A workaround would be to manually re-run tests that timeout, but this would be quite burdensome for 100+ tests.

Note: This is not an urgent blocker as we don't plan to do another upgrade for at least a few months
