If a schematisation does not contain any obstacles, this whole layer is currently not generated. This makes handling the output of the exporter a bit complicated. Also for users, it makes it unclear if something went wrong or that there are just 0 obstacles.

Requested change: let GeopackageExporter always output all layers, even if they contain 0 features.
