Google Lens says this is "太酷" or "tài kù" which means "so cool".

It's been in the Tcl/Tk repo for 26 years, since 1999:

As this is from the Tcl/Tk sources, I don't think there's much we can or need to do.

太酷(tai4 ku4) is an acceptable pronounciation in Mandarin for tcl - https://wiki.tcl-lang.org/page/How+do+you+say+%27Tcl%27 . I guess that's where this is from.

But yes, this is not part of CPython :)

I guess this issue can be closed then unless we want to post-process this.
