Hi! I'm experiencing a couple of issues when using activate_cdp_mode() on Windows with SeleniumBase 4.38.2

Issue 1: Very slow execution on Windows

When running the script below:

from seleniumbase import SB

if __name__ == "__main__":
    with SB(uc=True, headless=False) as sb:
        sb.activate_cdp_mode("https://example.org/", tzone="Europe/Lisbon")

It takes a long time to execute on Windows, much slower than on Linux or WSL. I'm wondering:

• Is there any known performance issue with activate_cdp_mode() on Windows?

Issue 2: Two Chrome windows opened with uc=False

When I explicitly set uc=False on the above code, I see two Chrome windows open:

One opens with a "data;" URL (blank content).
The second one loads (as slow as the Issue 1) the actual page (https://example.org/).
Is this behavior expected?
