In order to grow and target your glutes effectively you should be doing a mixture of upper and lower glute focused exercises. 

These movements either shorten or lengthen the glute and hamstring muscles. 

Here are a few of my favs for upper and lower glutes! 

UPPER 
-hip thrust (db/kb, landmine)
-kickbacks (straight knee,bent knee, glute medius)
-back extensions 

LOWER
-sl leg press (mimics a split squat)
-rdl (sl, barbell, db)
-cable step ups
