Tim Barnes has served as the Executive Director of International Partnerships and Research at the University of Kentucky since October, 2017. Prior to this role, he founded and served as the inaugural director of Illinois Strategic International Partnerships at the University of Illinois at Urbana-Champaign. He has 25 years of experience managing inter-institutional agreements and partnership portfolios for comprehensive, public research universities, and has published and presented on strategic transnational partnership development and management at national and international conferences in the United States, Poland, the Czech Republic, Canada, Australia, Japan, Taiwan, and Vietnam. An alumnus of two Fulbright International Education Administrators Seminars (South Korea, France) and a DAAD Germany Today information tour, he has served as the campus representative for the Fulbright Scholar program since 1998, for two different research universities, both of which were named top producers of Fulbright Scholars among doctoral universities during his tenure. Barnes currently serves on the advisory board of the Halifax Institute for Global Interdisciplinary Research.
