That's exactly the maintainer's work.
I was surprised to see the devel list for Basket having about 50 messages BasKet calls for developers
this month, and even one submitted patch. It really does not look like a
project without any developers, so I'm a bit puzzled with this. I wonder
if there are plenty of contributers who just for some reason do not get
called developers. What are they actually looking for?

No, it doesn't seem to be that either. The current one says this:
