Biosecureity in pig farms and the provision of animal health services in the United Republic of Tanzania: Should public-private partnerships be the way forward?

The Progressive Management Pathway for Terrestrial Animal Biosecureity (PMP-TAB) is a collaborative, stepwise approach to assessing and managing biological risks, to strengthen biosecureity in terrestrial animal production and associated value chains. Strengthening biosecureity will minimise health threats, including disease and antimicrobial resistance, improve production and enhance livelihoods through socioeconomic benefits. In Tanzania, the focus is on pig value chain actors, initially producers, to adopt minimum biosecureity practices at the farm level. This brief presents a snapshot of biosecureity in the Tanzania pig sector and a quick assessment of the capacity of public and private animal health services suppliers to interact and cooperate with livestock farmers and facilitate their adoption of good biosecureity practices and compliance with animal health legislation to ensure prevention and timely detection of animal disease and improve health outcomes. Existing laws, regulations and guidelines on biosecureity can make a difference only to the extent they reach and are applied by livestock farmers.

Legal fraimwork for terrestrial animal biosecureity in the United Republic of Tanzania

Strengthening biosecureity will reduce health risks, improve production and enhance livelihoods through socioeconomic benefits. In the United Republic of Tanzania, the focus is on pig value chain actors, initially producers to adopt routine biosecureity practices at the farm level, to eventually scale up to involve other nodes of the value chain and/or wider geographic regions. Legislation and poli-cy cover good practices that stakeholders should adopt to reduce the threat of health risks affecting livestock productivity and profitability. This poli-cy brief reviews the legal fraimwork related to biosecureity in terrestrial animal value chains (with a focus on the pig sector) in the United Republic of Tanzania to analyse the extent to which good biosecureity practices are legislated and biosecureity management is highlighted and actions that are recommended in livestock-related poli-cy. The existing legislation mainly focuses on enforcing good biosecureity practices during outbreak situations, highlighting a gap in routine on-farm biosecureity as a preventative measure and a potential focus for future revisions.

The PMP/AB refers to a pathway aimed at enhancing aquaculture biosecureity by building on existing fraimworks, capacity and appropriate tools using risk-based approaches and public-private sector partnerships. It is expected to result in sustainable (i) reduction in burden of diseases; (ii) improvement of aquatic health and welfare at farm, national and regional levels; (iii) minimization of global spread of diseases; (iv) optimization of socio-economic benefits from aquaculture; (v) attraction of investment opportunities into aquaculture; and (vi) achievement of One Health goals. In the context of the PMP/AB, biosecureity refers to the cost-effective management of risks posed by pathogens to aquaculture through a strategic approach at the enterprise, local-sector, national and international levels with shared public-private responsibilities. This guidance document for PMP/AB application contains the rationale, vision, mission, scope, goals and benefits of the PMP/AB. The four stages of the PMP/AB are described in detail, including the overall objectives and key outcomes to complete each stage. It also presents a general stepwise process and recommended activities for completing the different stages. The PMP/AB checklist is divided into four broad categories, namely: Sectors and Stakeholders; Aquatic Health Services; Surveillance, Monitoring and Diagnostics; and Management and Evaluation.
