Made with black trash bags sprayed green (wouldn’t recommend, the spray paint flakes off and gets everywhere. I should have just looked for dark green plastic). There are YouTube videos out there on how to make seaweed out of plastic. I bought a cheap costume beard online and cut the hair very short. Then I hot glued the “seaweed” on layer by layer to the remaining beard hair. It ended up very sturdy. Then I just glued a ton of stuff in that I imagined a dead sea king would get stuck in…

I used plastic table cloths for these vines. I fastened them up to the wall with 3M hooks, and hung the vines over a a clear Stretch Magic jewelry cord. Makes hanging a lot of these simple to put up and take down.
