Learn how to establish a Crisis Counseling Assistance and Training Program (CCP) after a major disaster. Access tools to help guide you through the CCP process. This toolkit includes guides and training materials to help states, U.S. territories, and tribes apply for and establish a Crisis Counseling Assistance and Training Program (CCP). Getting Started Before applying for funding, refer to the Federal Emergency Management Agency (FEMA) Crisis Counseling Assistance and Training Program Guidance (PDF | 1.2 MB) for a complete overview of the CCP and its services. Read this document first to familiarize yourself with the CCP process and the importance of conducting an initial needs assessment. The needs assessment justifies the request for CCP assistance and identifies target populations for community outreach. It also is used to determine CCP staff roles and the number of hires for each position. Immediate Services Program Application Webinar For a question by question walk through of the ISP application, please check out the Crisis Counseling Assistance and Training Program (CCP): Immediate Services Program (ISP) Application Overview webinar recording (one hour, 17 minutes) and slides (PDF | 1.4 MB). This recording provides valuable information regarding application and budget requirements as well as considerations for services delivery during the COVID-19 outbreak. The online CCP Management Training Course will provide managers with an overview of key concepts and suggestions for program planning as a complement to the CCP Program Guidance and ISP and RSP supplemental instructions. Information on how to comply with federal cost principles and audit requirements can be found in the CCP Interim Guidance (PDF | 285 KB). Review Title 44 of the Code of Federal Regulations, Section 206.171 (PDF | 33 KB) to learn about the policies, standards, and procedures for implementing the CCP. For a summary of program milestones, access the CCP Timeline and Checklist (PDF | 188 KB).
