EWR Manufacturer Portal Login

Federal regulations mandate that vehicle and vehicle equipment manufacturers comply with Early Warning Reporting requirements. As outlined below, reporting requirements vary depending on the product and the manufacturer’s annual production volume. This information is intended to provide clarity to the public regarding existing requirements; it does not have the force and effect of law and is not meant to bind the public in any way.

Reporting Requirements

The following tables list the EWR submission time periods for Aggregate data, Death and Injury data, Field Reports and Substantially Similar Vehicles.

Seven easy steps to set up an account and submit data using NHTSA’s Manufacturer Portal online tool.

1. Apply for an EWR manufacturer account.

• Before you can begin submitting EWR aggregate data, death and injury data, field reports or substantially similar vehicles data to NHTSA, you must apply for an EWR account by downloading and filling out a NHTSA EWR Manufacturer Account Application.

2. Receive EWR manufacturer account information.

• When approved, NHTSA will send you your EWR account information via email.

3. Set up Login.gov account.

• Log in to your Manufacturer Portal account is through Login.gov, a General Services Administration (GSA) service which provides a centralized authentication gateway for secure and private access to participating government programs. Your Login.gov account and your NHTSA EWR account are linked via your email address. Your Login.gov account email and your NHTSA EWR account email must match. Otherwise, you will not be able to access the Manufacturer Portal.
• Unless you already have an existing Login.gov account with an email that matches your EWR account email, set up your Login.gov account following their How to create an account information on their help page.
• Login.gov is managed by a government entity outside NHTSA. If you have questions or problems creating an account or logging in via Login.gov, please contact Login.gov: visit the site and click on the Contact link at the bottom of the page. Complete and submit the form, and someone from Login.gov will respond to you.

4. Log in to the Manufacturer Portal.

• Once you have successfully set up your Login.gov account, please test it to ensure you can log in: click the Login link at the top right of the Login.gov home page.
• Visit the Manufacturer Portal and ensure you can log in. Navigate to the Help menu and download the User Guide and training materials which will help you understand the Manufacturer Portal features and guide you through the process of submitting EWR data and responding to inquiries.
• If after a successful login to Login.gov you are unable to reach the Manufacturer Portal, please contact the EWR Helpdesk at mfrewrhelpdesk@dot.gov.

5. Download Excel templates and/or XML instances.

• Download the Excel template(s) or XML instance(s) that you are planning to use for your EWR aggregate data, death and injury data and/or substantially similar. Note that the Manufacturer Portal will only accept submissions in XML. However, if you generally work in Excel, you may continue to do so and then use NHTSA’s Excel-to-XML conversion tool within the Manufacturer Portal (Tools menu) to convert your Excel to XML for submission. Additionally, for your convenience the data requirements and constraints of each column in the Excel templates are provided in a spreadsheet along with the templates. 6. Populate XML instances.

• Populate the XML instance(s) with manufacturer data for aggregate, death and injury and/or substantially similar submissions. Note that the Manufacturer Portal will only accept submissions in XML. However, if you generally work in Excel, you may continue to do so and then use NHTSA’s Excel-to-XML conversion tool within the Manufacturer Portal (Tools menu) to convert your Excel to XML for submission. Additionally, for your convenience the data requirements and constraints of each column in the Excel templates are provided in a spreadsheet along with the templates.

A note about file naming conventions:

Historically NHTSA has enforced file naming conventions for each of the EWR report types (aggregate, death and injury, substantially similar and field reports). As of June 1, 2020, NHTSA no longer mandates or validates the file naming conventions for these. You are free to name the files however you wish. Nonetheless, we encourage you to continue to use the historical file naming conventions to minimize changes to your process (and facilitate troubleshooting with NHTSA when you encounter submission problems). IMPORTANT: The file naming convention for field reports inside a ZIP file is still mandated and validated by NHTSA. For more information on the file naming convention requirements for individual field report files inside a field reports ZIP file, refer to Training Materials.

7. Submit data.

• Once you have prepared your aggregate data, death and injury data and/or substantially similar data in XML, or your field reports ZIP file, you are ready to submit your manufacturer data to NHTSA via the Manufacturer Portal (Submissions menu).

The U.S. State Codes and Foreign Country Names (not codes) are used in all of the EWR death and injury templates and instances.

In your EWR data, use the U.S. State Codes used by the United States Postal Service.

Use Foreign Country Names (not codes) in your EWR data. These names have been developed by the International Organization for Standardization (ISO) 3166.

When you submit EWR reports, the NHTSA system does not perform validation of foreign country names. This information will be entered as-is into our database.
