FAO emergencies and resilience

Resource partners

In 2023, over 50 resource partners contributed USD 901 million to FAO emergency and resilience programmes.

1/3 of the total funds came from International Financial Institutions (IFIs) directly or indirectly through recipient governments. IFIs include:

  • Asian Development Bank
  • African Development Bank
  • International Funding for Agricultural Development
  • World Bank

USD 50 million in flexible funding was provided to FAO’s Special Fund for Emergency and Rehabilitation Activities (SFERA).

Norway was the top contributor to SFERA in 2023 at USD 31 million. Belgium is the longest standing partner since SFERA was created.

Standby partners (SBPs) fielded 35 experts to support FAO operations in 21 countries, thanks to:

  • Norwegian Refugee Council
  • iMMAP
  • RedR Australia
  • FCDO

FAO’s 2023 global humanitarian appeals were 28% funded, against USD 2.5 billion required.

Only 4% of humanitarian food sector funding goes to agriculture – despite it being the main source of food and income for more than 2/3 of people affected by acute hunger.
