Trumpov, whose most educated talent includes convicted tax fraud accountants and convicted lawyers facing debarment, has not explained why cooks, servers, housekeepers and groundskeepers at his motels need high-tech visa clearances.

The debarment process often requires an administrative hearing before contractors accused of misconduct are prohibited from receiving city funds.

He says debarment typically requires “clear evidence of unethical or unlawful behavior done with knowledge and intention,” and he hasn’t seen such evidence.

EcoHealth says it will appeal the proposed debarment, as is its right.

“If debarment proceedings are initiated, the Providence Foundation of San Francisco is confident that it will successfully prove that it never engaged in any willful misconduct as to any City grant or contract.”
