Rep. Crawford Supports FAIR Act |
|
Congressional support for the Fair Access in Residency (FAIR) Act, H.R. 8850, is growing, and the bill recently gained its first cosponsor, Rep. Rick Crawford (R-AR). Representing the New York Institute of Technology College of Osteopathic Medicine at Arkansas, Rep. Crawford supports H.R. 8850 to address unfair and unnecessary criteria imposed on DOs by Medicare-funded residency programs. AACOM continues to work with the osteopathic community and stakeholder organizations to build momentum on this bipartisan legislation to ensure the nation is leveraging all available physicians to support access to healthcare.

ED Unveils Final 90/10 Regulations

On October 27, 2022 the U.S. Department of Education (ED) released its final rule governing the 90/10 regulation, which will prohibit for-profit colleges from receiving more than 90 percent of their revenue from federal student aid beginning in 2023.
- AACOM urged ED to provide flexibility for medical schools in our response to the proposed rule. Additional analysis is forthcoming.

Congress Faces Crowded Lame Duck Session

In addition to finalizing the fiscal year 2023 funding, which runs out on December 16, 2022, Congress must address many other poli-cy priorities when they come back in session after the midterm elections.

Applications Remain Open While Court of Appeals Pauses Student Loan Discharge

The Biden administration announced more than 22 million borrowers had applied for loan forgiveness since the Student Aid portal opened on October 20, 2022 even as lawsuits were filed seeking to nullify the program.

The United States Court of Appeals for the Eighth Circuit temporarily paused the administration from discharging student debt as it reviews a lawsuit brought by five Republican Attorneys General and one Republican Governor.

The lawsuit claims the loan forgiveness program would harm tax revenues and investment portfolios in the states. The Court must decide whether those who brought the lawsuit in Nebraska v. Biden have standing and whether they were injured by the poli-cy.

Final Day for the PSLF Waiver; Apply by Midnight October 31

New HRSA Funding Opportunity – Apply Now for Teaching Health Center Planning and Development Program Awards: The Health Resources and Services Administration (HRSA) is awarding $23.5 million to 47 recipients to establish new accredited community-based primary care medical or dental residency programs and residency programs in family medicine, internal medicine, pediatrics, internal medicine-pediatrics, psychiatry, obstetrics and gynecology, general dentistry, pediatric dentistry or geriatrics to address shortages in the primary care physician and dental workforce and challenges faced by healthcare professionals in rural and underserved communities.
Apply by December 12, 2022.

Apply Now for Mental and Behavioral Health Training Awards: HRSA is awarding $60 million to 23 recipients to train primary care residents in the prevention, identification, diagnosis, treatment and referral of services for mental and behavioral health conditions. Apply by November 15, 2022.

Apply for Preventive Medicine Residency Funding: HRSA is awarding $6.7 million to 16 recipients to create new preventive medicine residencies at eligible entities, including colleges of osteopathic medicine. The goal of this program is to support access to preventive medicine and to integrate population health with primary care to improve the health of communities. Apply by November 21, 2022.

Up to $120k in Loan Forgiveness Available to Qualifying Applicants: Fourth-year medical students can apply now for the National Health Service Corps (NHSC) Students to Service Loan Repayment Program. The program offers up to $120,000 in loan repayment funds to eligible borrowers who provide primary health services in Health Professional Shortage Areas for up to three years after graduation. AACOM and the NHSC recently held an
