agent: implement the capability to list devcontainer config file paths relevant to all running devcontainers #478
Description
Given a set of running containers, add the capability to agent/agentcontainers to list all of the devcontainer config files referenced in the devcontainer.config_file labels of all running devcontainers.
Do not need to reference files referenced by devcontainer.json yet.
