With flutter create --template=plugin_ffi ..., Gradle will automatically install NDK if it is missing.

With flutter create --template=package_ffi ..., we don't use Gradle, and the build will fail if the NDK is missing.

Should we consider automatically installing the NDK?

We don't auto install any other tools, but rely on users diagnosing with flutter doctor whether all tools are installed. So auto-installing would deviate from this approach.
