Remove cross versions for scalacheck in build file #369

Since scalacheck (and scalacheck-enumeratum) already have versions for Scala 3 it should be not needed to use `CrossVersion.for3Use2_13` for them. In Scala 3 project I find out that 2.13 versions are problematic for case classes with many fields (more than 22).
