NBSTRACT The conceptual differences between the foundation program and educational needs approach... more NBSTRACT The conceptual differences between the foundation program and educational needs approaches to the distribution of school funds are analyzed. Under the foundation approach, the state generally guarantees that, irrespective of local wealth, every child will have a minimum number of dollars expended on his education. In operation, the foundation program provides more educational resources to children in wealthy school districts and fewer resources to children in poor districts. A minimal definition of,equality of educational opportunity is that the quality of a child's education should not depend upon where he happens to live. A recent California Supreme Court decision requires a rational educational finance scheme within the state. Several definitions of equality of educational opportunity are proposed: (1) minimum attainment, (2) leveling, (3) competition, f4) equal dollars per pupil, (5) maximum variance ratio,
This report examines issues surrounding the transfer of Department of Defense "Section 6" schools... more This report examines issues surrounding the transfer of Department of Defense "Section 6" schools-schools run by the federal government on military bases-to state and local responsibility. It reports on case study analyses of six Section 6 schools. The report describes how those affected by such a transfer feel about it and notes factors that will facilitate or impede transfer. The study reviews alternative transfer options including no transfer, a contractual arrangement, coterminous districts, full transfer, and an assisted transfer. The report emphasizes the values that must be brought to bear in weighing the pros and cons of transfer decisions and options.

Three scenarios are offered for the future of teaching. The first includes reforms such as requir... more Three scenarios are offered for the future of teaching. The first includes reforms such as requirements for a full liberal arts program for teacher candidates, a fifth year of professional education, a carefully supervised induction, and tests of subject-matter knowledge, professional knowledge, and performance. The second scenario examines the consequences of a continuation of today's policies for teacher education and practices that have not been effective in the past. The third scenario is drawn on a parallel with the model of the United States Army during the era when the draft existed. A permanent, relatively high-paid cadre of experienced professional teachers inducting, training, and supervising contingents of continuously changing temporary teachers. Temporary teachers would be secured through one of several plans: (1) mandated public service; (2) college loan forgiveness; (3) voluntary Peace-Corps-like teaching corps; or (4) high beginning salaries on a scale which fails to reward experience. The possibilities inherent in the final scenario are considered. (JD)
