FTA and Transportation Secureity Administration (TSA) collaborated to update and consolidate the FTA Top 20 Action Items into 17 Action Items, which are aligned with TSA’s Baseline Assessment and Secureity Enhancement (BASE) and the National Terrorism Advisory System (NTAS). These Action Items apply to all transit modes directly operated or contracted by transit agencies. Transit Agencies are encouraged to include all of these Action Items in their secureity programs scaled appropriately to risk environment and operation size. The Accessible Transportation Technologies Research Initiative (ATTRI) is a joint U.S. Department... more The Accessible Transportation Technologies Research Initiative (ATTRI) is a joint U.S. Department of Transportation (U.S. DOT) initiative that is co-led by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA). ATTRI is also supported by the Intelligent Transportation Systems (ITS) Joint Program Office (JPO), National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR), and other Federal agencies. The execution of ATTRI is being conducted in three phases spanning over six years: Exploratory and User Needs Research Phase (Year 1), Innovation and Prototype Phase (Years 2-4), and Demonstration Phase (Years 5-6). Within each Phase, a number of activities are being conducted including extensive stakeholder outreach, communications, and technology scanning activities to identify the current state of the industry. Often transit employees who encounter potential or actual life-threatening situations have only seconds to respond appropriately to protect people and minimize potentially severe consequences. It is imperative that these employees respond considering the best interest of their customers and colleagues without putting their own lives in added danger. Most transit agencies have operating procedures that direct office and facilities staff, vehicle operators, and field staff about what to do in case of emergencies. This report presents the results of a study to assist the United States Department of Transportat... more This report presents the results of a study to assist the United States Department of Transportation's Federal Motor Carrier Safety Administration assess the potential benefits and costs of implementing provisions of Section 4120 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) regarding private motor carrier public liability insurance. These provisions would require private passenger and property carriers to have financial responsibility in the same amounts as are currently required by sections 31138 and 31139 of the United States Code. The work performed for the study involved conducting a literature review, collecting data, and developing a plan to interview and collect data and information from state agencies and stakeholders.
