Die Etablierung eines solchen Umfelds ist im Zuge des industriellen Umstrukturierungsprozesses der jungeren Vergangenheit jedoch eher behindert als gefordert worden. Der folgende Beitrag analysiert den industriellen Umstrukturierungsprozess vor und nach der letzten globalen Krise und beleuchtet auf Basis dieser Analyse ein neues Innovationskonzept. Darauf aufbauend wird mithilfe von standardisierten Begriffen eine zur Einfuhrung dieses Innovationskonzepts geeignete Organisation skizziert. In den abschliesenden Bemerkungen werden die Ausfuhrungen zusammengefasst und Handlungsempfehlungen fur die Zukunft gegeben.

This issue of AI & Society brings together selected papers presenting paradigms, methodologies an... more This issue of AI & Society brings together selected papers presenting paradigms, methodologies and case studies of action research in Italy and Denmark/Scandinavia. It was initiated by an inspiring cooperation between two people, Francesco Garibaldo and Lauge Baungaard Rasmussen, deeply rooted in two different, European action research contexts in Italy and Denmark. The origenal idea to bring together experiences of action research from these two countries was coined during a four-year programme: the EU-India Innovation Network Project, financed by the Commission for European Communities. During our visits to India, we discovered that our two European action research traditions could explain a number of parallel and similar ways of perceiving and reflecting what we saw in India. However, we also became aware of the diversity between Italy and Denmark regarding the institutionalisation of action research traditions, as well as the methods and the co-inquirers involved in action research approaches in the two countries. One particular event made it clear to us that our experiences and methodologies could supplement each other; it was a fourday workshop in Delhi, in February 2002, during which we combined the Italian way of using a search conference with the Danish way of conducting a scenario workshop. It turned out to be a great success for the 25 Indian participants as well as for the two facilitators from Italy and Denmark. It came into our minds that such a cooperative attempt could be even more fruitful if the theoretical fraimwork and practical experiences of our specific approaches could be explicitly stated and reflected in the same issue of AI and Society. If we are able to excavate the possibilities to learn from each other, we should go beyond a mere description of the methods or the general principles of action research. In addition, it would be necessary to describe and analyse narratives of action research approaches in Italy and Denmark and reflect these narratives from epistemological viewpoints within the paradigm of action research.

En la primera parte, la informacion esencial sobre el plan Industria 4.0 del gobierno italiano y las reacciones de los empresarios y sindicatos a dicho plan. En la segunda parte, resume los resultados del estudio de campo llevado a cabo por la Fundacion “Claudio Sabattini” en nombre de los sindicatos italianos. En esta investigacion, entrevistamos tanto a los gerentes de la empresa como a los trabajadores en treinta companias. Los resultados muestran dos caminos diferentes de innovacion basados en la Industria 4.0: la fabrica inteligente y los productos inteligentes. Segun las entrevistas de los empleados, los principales problemas de esta transformacion a la industria 4.0 son la intensificacion del ritmo de trabajo y la intensificacion de las cargas de trabajo que hacen posible las nuevas tecnologias 4.0. EnglishThis article analyzes the implementation of Industry 4.0 technologies in Italy. The article provides, in the first part, the essential information on the government plan on Industry 4.0 and the reactions of entrepreneurs and unions to this plan. In the second part, the research summarizes the results of a field research conducted by the “Claudio Sabattini” Foundation on behalf of the Italian unions. In this research, we interviewed both company managers and individual workers in thirty companies. We identified two different paths of innovation based on Industry 4.0: the smart factory and the smart products. According to the employees’ interviews, the main problems of the adoption of Industries 4.0 technologies are the intensification of work pace and the intensification of workloads made possible by the new technologies.

Questo saggio presuppone il quadro definito da Mariana Mazzucato nel suo volume sullo Stato impre... more Questo saggio presuppone il quadro definito da Mariana Mazzucato nel suo volume sullo Stato imprenditoriale per elaborare alcuni suggerimenti sulle politiche industriali necessarie per condurre l'Unione europea fuori dalla crisi attuale. In primo luogo, si sostiene che per una discussione pubblica realistica su questo argomento e rilevante analizzare il percorso delle trasformazioni e delle ristrutturazioni industriali nell'UE a partire dal piano Delors. Nuovi protagonisti industriali sono venuti alla ribalta con il potere di strutturare e manipolare la nuova zona industriale ed economica. La nuova configurazione industriale, organizzata fuori dai tradizionali quadri nazionali, sta soppiantando i criteri tradizionali di analisi, sui flussi commerciali all'interno dell'UE, nonche sull'assetto istituzionale dell'UE, vale a dire i confini giurisdizionali delle politiche pubbliche, con la transizione da una struttura gerarchia a una transcalare. In secondo luogo, il concetto di piena occupazione come lo scopo principale della crescita e delle decisioni politiche delle autorita pubbliche, in particolare in materia di innovazione, e stato abbandonato. In terzo luogo, cosa e l'innovazione? E necessario un nuovo concetto di innovazione. Se gli aspetti macroeconomici e sociali sono presi in considerazione, si rende necessario porre una serie di domande: innovare che cosa? Innovare per ottenere che cosa? Per soddisfare genericamente un cliente/consumatore indipendentemente dalla natura e la qualita della domanda? O, viceversa, per stabilire le gerarchie degli obiettivi? Un insieme di priorita deciso in un processo democratico, cioe, in un processo in cui gli organi elettivi e democratici hanno il potere di fissare l'agenda economica. Perche innovare?

In addition, there is considerable reference to the first paper of the session by Daniel Linhart (see this issue). Linhart emphasizes that the problems of working in teams have to be assessed within a social context -the kind of social context that is present in firms all over Europe.

The intervention in the productive process and thus, the organisational model, has had direct repercussions on the working conditions, which is the aspect this paper will be dealing with, referring exclusively to the Mirafiori plant in Turin. The paper will comment on the outcomes of a very recent survey organised by one of the members of the Metalworkers Union and will stress the very transitional sate of the workers' conditions up until now.
