Blake Allen
Mr. Allen is the Small Business Liaison and Subcontracts Program Manager for the National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office (AGO). In this role Mr. Allen manages the Small Business Office’s Outreach Program, serving as a resource and the primary point of contact for small businesses who are looking to do business with NOAA. Mr. Allen also manages the agency’s Subcontracting Program and provides guidance to staff on the evaluation and implementation of subcontracting policies and regulations.
Prior to joining NOAA, Mr. Allen served as a Contracting Officer with the US General Services Administration (GSA), Public Building Services (PBS). Mr. Allen began his acquisition career as in intern at GSA while completing his Master’s Degree in Public Administration - Government Contracting. Upon graduation Mr. Allen was hired through GSA’s Emerging Leaders Program.
Mr. Allen has over 8 years of experience in federal procurement and holds a Federal Acquisition Certification – Contracting Level III. Having come from a family of small business owners Mr. Allen is passionate about serving as a resource to aid small businesses.
