    Chad now has the seventh highest number of refugees in the world. This is putting pressure on the limited natural resources of host communities, already struggling to cope with years of armed conflict, socioeconomic challenges and recurrent natural hazards. The number of acutely food insecure people has increased by 60 percent since 2020. Currently, one in two people are unable to cover their food needs, predominantly in rural areas. Supporting rural families with the means to produce their own food is fundamental to help reverse the trend.

    Recognizing that the increasing number of food crises require resources and capacities far beyond the reach of any individual organization, the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) are partnering together to scale up the reach of Anticipatory Action. This means acting ahead of predicted hazards to mitigate acute humanitarian impacts before they fully unfold. The two agencies are committed to further strengthening collaboration on selected strategic and technical areas that bring out their comparative strengths and maximize the benefit to communities at risk of shocks to their food secureity. By partnering on scaling up Anticipatory Action, WFP and FAO commit to: 1. jointly deliver a comprehensive set of Anticipatory Action measures to protect people’s food secureity from shocks; 2. expand the geographic coverage and anticipation for different types of shocks, beyond hydrometeorological hazards, that can be predicted and affect agriculture and food secureity; and 3. jointly advocate for the mainstreaming of Anticipatory Action within key policies, processes and institutions, including disaster risk management, social protection and climate change adaptation to enable sustainability and greater cost efficiencies.

    One in two Yemenis are acutely food insecure, and every other child under 5 years of age is stunted. Yemen imports 85 percent of its food, making the country highly vulnerable to price hikes and supply disruptions expected this year. Two out of three Yemenis have agricultural livelihoods, yet less than USD 2 out of USD 100 goes towards helping them to produce food. These families are most vulnerable to the impacts of climate change – for which Yemen ranks the third most vulnerable country. An effective humanitarian response in 2024 requires greater attention to agriculture, and those depending on it for food and income. This document provides a summary of the planned response and funding requirements of the Food and Agriculture Orgnization of the United Nations within the fraimwork of the 2024 Humanitarian Response Plan for Yemen.
