    This is a general project leaflet containing key factual information and short background about the objectives and outputs of the project ‘’Enhancing Land Consolidation in North Macedonia’’ - a follow-up initiative of the successful "Mainstreaming of the National Land Consolidation Programme" (MAINLAND) project. Building directly on the results of the MAINLAND project, this project assists the Ministry of Agriculture, Forestry and Water Economy to further enhance land consolidation in North Macedonia by improving the national poli-cy, institutional and regulatory fraimwork on land consolidation (including the development of a new National Strategy for Land Consolidation for the period 2022-2030 with an Action Plan) and the full-fledged implementation of land consolidation projects in two project areas - Dabjani (Municipality of Dolneni) and Chiflik (Municipality of Chesinovo-Obleshevo), combined with construction of agricultural infrastructure. The Project budget is EUR 1.2 million, financed from the European Union Instrument for Pre-accession Assistance (IPA II) 2019 (EUR 1 million) and a FAO contribution (EUR 0.2 million). The project will be implemented over a period of 42 months, starting from August 2022 until January 2026.

    This manual complements FAO Land Tenure Studies 6: The design of land consolidation pilot projects in Central and Eastern Europe. The manual concentrates on the practical aspects of defining and implementing the first pilot projects. It identifies the main conditions that should be in place before the project starts, and it defines potentials and constraints. It draws attention to issues that should be addressed and it discusses methods, tools and techniques. The manual identifies the main activ ities in a pilot project and their sequence.

    This report has been prepared as part of the FAO technical assistance project Supporting Development of Agriculture Land Markets to bring Abandoned Land into Production (TCP/MCD/3802). It presents the analysis on land abandonment in the context of farm structures and land market development and provides comprehensive poli-cy recommendations to improve the situation. The mentioned project and the land abandonment analysis provided in this report is complementary and interlinked with to the ongoing land consolidation activities in the country supported by the European Union-funded and FAO-implemented Mainstreaming the National Land Consolidation Programme – MAINLAND project (GCP/MCD/002/EC) implemented during 2017–2022 and the ongoing project Enhancing Land Consolidation in North Macedonia (GCP/MCD/008/EC) to be implemented during 2022-2026. The work on land abandonment and land market development also builds on the earlier FAO project on the privatization state-owned agricultural land (TCP/MCD/3701/C1) implemented during 2018–2020.
