In our introduction to the previous issue of this special double issue, we sought to situate the ... more In our introduction to the previous issue of this special double issue, we sought to situate the contributions by exploring and playing with Foucault’s notion of governmentality as it worked through the corpus of work in this guest-edited collection. Let us briefly refer back to those arguments in framing this second issue. The background to the contributions is a research seminar held in April 2011 at the School of Education, University of Wisconsin–Madison organized around the notion of governmentality. Our focus is to reverse the concern with the “author” as the origen of reflection and the actions for change. In contrast, it is to use governmentality as a style of reasoning about the complex movements of practices about what is “seen,” thought about, and recognized for illumining our own predicaments. Governmentality in this double issue, then, enters into a conversation with other readings as epistemological principles are translated and assembled in different cultural spaces. The contributions offer an intervention in thinking about the problematics of research in at least two dimensions. This book is based on a set of critical analyses of ongoing changes in education where issues of ... more This book is based on a set of critical analyses of ongoing changes in education where issues of transnational governance are of vital concern. In the analyses, the authors focus on different aspects of and practices in educational reform making, with a special interest in governing techniques and the working of new agents such as supranational organizations and multinational organizations. In doing so, the contributions present theoretical insights considering critical relations between knowledge and power, governance and governmentality, and notions concerning educational systems and how these are compared. Since we are working with topics of transnational governance, the content of the book is international in terms of authorships as well as in research issues.

Our interest is on historically how numbers become a preferred mode of telling the truth about sc... more Our interest is on historically how numbers become a preferred mode of telling the truth about schooling, teachers, pupils, and their relation to society. Numbers are here parts of communication systems whose technologies create distances from phenomena by appearing to summarize complex events and transactions. The seemingly technical appearances of the numbers enter into cultural realms that are never merely numbers but codifications and standardization of what are to constitute ‘reality’ and planning which affect several activities taking place within education. The different activities inscribe rules and standards by which experiences are classified, problems located, and procedures given to order what is ‘seen’, thought about, and acted on. We perform this task by especially discussing the role played by international, regional and national assessments in promoting a reasoning based on numbers affecting educational governance.

Where the first is conceived of as interpretative of different kinds of studies, the second is based on aggregated collection of data from different studies. The distinction is of a heuristic kind and is constructed in order to identify choices and potential combinations in review problematics and designs based on a set of dimensions concerning aims, approach and breadth and width, as well as structure of the review work. The kind of research that we are dealing with is not fitting within the aggregative approach. However, we have the ambition to identify research publications with a similar focus in order to analyze the possibilities for capturing research results and conclusions given this focus.
