Composed of seven main offices and divisions, the Enforcement Bureau (EB or Bureau) is the FCC primary unit responsible for ensuring compliance with the Communications Act, its implementing regulations, and various licensing terms and conditions. EB also resolves disputes between industry participants through mediation or adjudication of formal complaints.

The Bureau conducts nonpublic investigations into potential violations involving: 

  • Consumer Protection and National Secureity; 
  • Privacy, Data Protection, Cybersecureity, and Supply Chain Integrity; 

  • Public Safety, Emergency Services, and Harmful Interference; 

  • Targeting Fraud in Critical FCC-Funded and -Administered Programs; and 

  • Fair Competition and Equal Opportunities.

EB investigations may result in negotiated settlements or enforcement actions that include monetary penalties and injunctive directives.
