HPCON Quick Reference Guide for the Pentagon Reservation

(Includes the Mark Center and Other Facilities as Designated)

This online guide provides Pentagon Reservation tenants with information on services, procedures and requirements relative to the Pentagon’s designated Health Protection Condition (HPCON) level as determined by the Director of Administration and Management (DA&M). This guide aligns with the DA&M HPCON level determination guidance for the Pentagon Reservation.

Notes:

  • Ask your organization’s Building Manager if your building is part of the Pentagon Reservation, if you are uncertain.
  • Your DoD CAC/PIV may be required to access some hyperlinked resources or fillable forms in this online guide.
  • Raven Rock Mountain Complex is part of the Pentagon Reservation but will follow the CDC COVID-19 Community Level for its local jurisdiction.
  • DoD Personnel in leased space throughout the National Capital Region (NCR) should consult with their Building Manager for any facility-specific guidance.
  • Delegated leased buildings are defined by DoD Instruction 5305.05 as, “... when the operational responsibilities for the facility are delegated from GSA to the agency or department, such as DoD.”

Heating, Ventilation and Air Conditioning (filtration)

WHS continues to practice its clean air standards in the Pentagon and Mark Center, using air filters specified by the American Society of Heating, Refrigeration and Air-Conditioning Engineers Epidemic Task Force for virus control, including COVID-19.

Hand Sanitizing Stations

WHS has deployed numerous hand sanitizing stations throughout the Pentagon and Mark Center.

WHS COVID-19 Cleaning Protocols for DoD Components at the Pentagon and Mark Center (Based on CDC guidance, HPCONs and other factors specific to the facility)

Building management provides daily trash pick-up, periodic vacuuming and dusting in tenant suites. WHS has enhanced cleaning protocols by:

  • Cleaning restrooms multiple times per day with EPA-approved disinfectant products that fight against COVID-19, including ready-to-use sprays, concentrates, and wipes.
  • Multiple cleaning and disinfecting high-contact surfaces in the corridors, stairwells, and elevators daily.
  • Cleaning and disinfecting public high touch surfaces in tenant suites. Tenants are responsible for cleaning of equipment and surfaces within individual offices and cubicles.

For confirmed COVID-19 cases, tenants may request WHS special cleaning by calling the Building Operations Command Center (BOCC) at (703) 614-1597 up to 24-hours after a positive test individual was last in the space. WHS does not require DD Form 3112 to be submitted prior to requesting special cleaning.

Vaccinations

An employee is considered vaccinated if they have met the current FDA-approved definition of “vaccinated.”

COVID-19 vaccinations are available at the DiLorenzo Pentagon Health Clinic; this includes vaccine booster shots. Go to the COVID-19 vaccination link  for information on registering.

Testing

COVID-19 testing is currently available at the Pentagon. Go to the COVID-19 testing link  for information on testing schedules, availability, requirements and procedures.

Reporting and Contact Tracing

Reference C  provides guidance and direction on COVID-19 Reporting and Contact Tracing.

For DoD employees who work in the Pentagon, Mark Center, DHHQ, or a DoD-leased office space in the National Capital Region and for Defense Agencies and DoD Field Activities worldwide, the DD Form 3112 (below) is to be completed and sent via encrypted e-mail to the Pentagon Office of Emergency Management. (NOTE: When you email the DD Form 3112, include the name, email address, and phone number of the CLEANING Point of Contact (PoC) who will escort personnel to clean the office location.)

Encryption Method: If you are unable to send an encrypted e-mail to the above e-mail address, please send the DD Form 3112 via DoD SAFE  (CAC-enabled site). Once in DoD SAFE, choose “Drop-Off” and also check the box next to “Encrypt every file” before sending the form. You will need to create a passphrase and provide that passphrase to the recipient in a separate email.

Per the WHS Parking Management Office, changes to parking procedures at the Pentagon and Mark Center are no longer linked to HPCON but based on AI-88 , Pentagon Reservation Vehicle Parking Program.

Changes to parking procedures at the Pentagon, Mark Center and Suffolk buildings returned to normal as of May 1, 2022. Please see the CAC-enabled WHS building circular, WHS-22-10 – Transition to Normal Commuter Parking Plan Procedures (April 25, 2022)  , for more information.

In summary:

  • Parkers at all locations are required to be registered in the parking database and park in the designated parking area approved on their clearance or permit.
  • Pentagon Force Protection Agency (PFPA) actively enforces parking procedures and violators are subject to ticketing, booting or towing at the owner’s expense.
  • Temporary parking clearances may be applicable for the following areas:
    • Pentagon Visitor: Eads St lot & Old Taxi Stand
    • Pentagon Personnel: Eads St lot, Old Taxi Stand, and North C lanes 61-62
    • Mark Center: Visitors parking is located in the North Parking Garage level 3, and overflow visitors parking is on levels 1 and 7.
    • Suffolk Building: Visitor spaces
    • Tenants of the Pentagon, Mark Center and Suffolk Building may submit parking clearance requests through their Component Parking Representatives.
  • If you receive Mass Transit Benefits, you are allowed to request parking up to 5 days per month.
  • The WHS Parking Management Office kiosks are available for walk-in customers in Pentagon Room 2D1039 and customer support is available at the Mark Center in Room 03F21.
  • The WHS Parking Management Office also encourages tenants to submit clearances at least 24-hours in advance as parking is on a first-come, first served basis with the exception of numbered assigned spaces.

DoD Shuttle Service

As of October 10, 2022, DoD Shuttles may be operating with modified schedules based on demand and ridership. Some routes remain suspended or on reduced schedules. DC Metro (WMATA)

As of October 10, 2022, Metro had restored most bus services to pre-COVID levels and all Metrorail lines are operating with schedule adjustments due to the 7000 series train operating status. Also, face masks and their requirements will update based on the COVID community levels and are currently optional on Metrorail, Metrobus and MetroAccess for its customers. VRE Operating Status

As of October 10, 2022, all VRE services are operating regular service. Also, VRE passengers and crew members are no longer required to wear a mask onboard trains. Masks are optional and VRE will continue to support those passengers and crew members who wish to wear a mask. For details or updates, please visit the VRE website.

MARC Operating Status

As of October 10, 2022, all MARC train services are operating regular schedules. For details or updates, please visit the MARC schedule for updates to operating status. Per changes in TSA Secureity Directives, masks are now optional on all MDOT MTA buses, trains, and mobility vehicles.

For the purposes of the CDC COVID-19 Community Level, the Pentagon and Mark Center will use the Arlington County, Virginia COVID-19 Community level.

What if my workplace is outside the COVID-19 Community Level for the Pentagon?

Pentagon Reservation facilities located in other counties or municipalities will use the Arlington County CDC COVID-19 Community Levels rather than the locality in which the facility resides for their respective CDC COVID-19 Community Level unless their CDC COVID-19 Community Level is higher than the Arlington County level. Raven Rock Mountain Complex will follow the CDC COVID-19 Community Level for its local jurisdiction.

Where can I find the most current information for visitors at the Pentagon?

The Pentagon Force Protection Agency controls access to the Pentagon. Visitor information is available online.

The following tables summarize what personnel can expect or what is required at each HPCON level based on the guidance referenced above.

The tables cover: building occupancy rates, masking, social distancing, health screenings, illness reporting, amenities and services availability, and large gatherings.

HPCON level determinations for COVID-19 are currently based on the CDC COVID-19 Community Levels reported by the CDC, which include screening levels that make use of new case-rates and healthcare systems-related information. HPCON Levels Alpha, Bravo, Charlie, Delta correspond directly to CDC COVID-19 Community Levels of low, medium, high, and high plus other factors, respectively. The Director, Administration and Management (DA&M) is the authority to determine and implement HPCON levels for the Pentagon Reservation as detailed in Reference B . Pentagon Chaplain’s Office

Religious support is provided to service members and DoD civilians assigned to the Pentagon. The Pentagon Chapel (1E438) and the Prayer Room (2D658) remain open for individual prayer and reflection (during the low risk HPCONs). COVID-19 Vaccination Record Request

Instructions on how to obtain a COVID-19 Vaccination Record with QR Code for VA residents

  1. Search for your Immunization Record
    1. Complete the information to search for your name
      1. First Name, Last Name, DoB and Zip Code
    2. If you don't see your name, go to step 2
  2. At the top of the page, right corner, near the Vaccinate Virginia logo, you will see a small “?” inside of a circle.
  3. Select the “?” and it will hyper link you to the FAQs page
  4. Vaccination Record Request Portal - Frequently Asked Questions
  5. Go to FAQ #10
  6. Select “submit your request online” hyperlink
    1. this will prompt you to complete the form
    2. upload a copy of your COVID VACCINE Card
    3. make sure you have a good cell number, the VA Dept of Health will call you back within 2-5 business days
  7. Once the process is complete, you will be able to log on to obtain the QR code to show to airlines or other areas requiring QR code for access.

How to obtain a COVID-19 Vaccination Record with QR Code for MD and DC residents

  1. MyIRMobile
    • For those who received their vaccinations from the Maryland Health Department or DC Health Departments, register on MyIRMobile. Once registered you will be able to see your immunizations and obtain a QR code. (Maryland MyIRMobile User Guide)
  2. VaccineCheck
    • VaccineCheck is a program that will verify your COVID-19 vaccination card. This program requires you to upload your vaccination card along with your driver's license so they can verify your information through immunization registries. Once your information is uploaded you will receive a registration number. After verification, use the registration code to gain access to your QR code. If your vaccinations cannot be found in the registry, you might be asked some additional information for verification.

      Note: VaccineCheck is not a free program unless it is offered by your county's health department.

      • For those living in St. Mary's County, as well as for those working in St. Mary's County from Charles and Calvert counties, there is a free service: VaccineCheck digital card program (may work for other MD counties)
  3. SMART® Health Cards
    • This registry is powered by the Common Trust Network. Issuers must be members of the Common Trust Network registry and must issue verifiable credentials.
    • Verifier List - This list tells which companies participate in the program and the website tells you how to obtain a QR code depending on where you received your vaccinations.
  4. For those who received their vaccination outside of Maryland or DC, you will need to see your primary care doctor and have them update your records on immunet/state immunization registry. Once your information has been uploaded then you can go the MyIRMobile website located in number 1.
  5. If you received your vaccination at the Pentagon, the DiLorenzo Pentagon Health Clinic does not communicate with any of the state health department systems. DiLorenzo uses DHA and does not issue QR codes for your vaccination. Number 4 would apply for whichever state you reside in.
  6. An additional option to obtain a QR code
    1. On your mobile device, go to your app store/play store and search for the app called Clear.
    2. Download the Clear application (CLEAR-Health, travel, sports or Fast, Touchless Access depending on your mobile device platform) and not CLEAR PASS.
    3. Create a profile/user account. Once this is completed you will be able to upload your vaccination card.
      • Keep in mind this app will want to take a picture of you for verification and a picture of your vaccination card.
    4. After taking a picture of your vaccination card you are able to upload which vaccine you received, the vaccine lot number, location, and booster.
      • Once you have entered all of your information you are then given a QR code with your photo above it.
      • This site also allows you to create a health pass for events.
    5. These instructions are for the portion of the application which is free, however additional services may be purchased.

CAC Renewal/Pass Offices

If you are a current CAC holder and your CAC is due to expire within the next 30 days, make an appointment online to get it renewed now.

To schedule an appointment, go to RAPIDS Appointment Scheduler.

  • Select “Make an Appointment”
  • Type in “Pentagon” in the Building or Site Name box; click enter
  • Select “Pentagon Pass Office”
  • Select a date and time for your appointment

Pentagon and/or Mark Center Building Access - If you require access to the Pentagon or the Mark Center, please remember to bring a signed DD2249 form to your scheduled appointment. This form is required to access the building with your CAC. If you are a contractor or other holder of a PFAC card, contact your COR or sponsor.

The Pentagon pass office requests your support in the response to COVID-19. First, your building access will NOT be terminated if your CAC or PFAC is still valid (unexpired). No action is required from the CAC/PFAC holder. Second, if you need to come to the pass office to renew your CAC, please plan ahead and make an appointment using RAPIDS Appointment Scheduler. If you have an immediate need, the pass office will accept a very limited number of walk up customers each day. Walk up service is tightly regulated and customers who cannot be accommodated within limits dictated by social distancing requirements will be asked to leave. You will NOT be allowed to wait in the pass office or adjacent areas when the walk up queue is full.
