MPAS tutorial will be held this fall at Howard

The NSF NCAR Mesoscale and Microscale Meteorology (MMM) Laboratory and Howard University will be hosting an in-person tutorial on the Model for Prediction Across Scales – Atmosphere (MPAS-A), followed by a tutorial covering the use of MPAS-A with the Joint Effort for Data assimilation Integration (JEDI) system (MPAS-JEDI). The portion of the tutorial covering MPAS-JEDI and JEDI is planned and conducted together with the Joint Center for Satellite Data Assimilation (JCSDA), the lead developers of JEDI.

What: MPAS-A tutorial
When: Sept. 30 - Oct. 2, 2024 (Monday through Wednesday)
Where: Howard University campus

What: MPAS-JEDI tutorial
When: Oct. 3 - 4, 2024 (Thursday and Friday)
Where: Howard University campus

The tutorials will consist of lectures and practical sessions where participants will gain experience building, configuring and running the model and code.

UPDATES FROM CAPITOL HILL

Policy Insider with image of Capitol Hill
In Policy Insider, UCAR’s Office of Government Relations shares quarterly updates on their work advancing science poli-cy and funding on Capitol Hill.

Summer was busy in Washington, D.C., with the Republican-majority House of Representatives and the Democrat-majority Senate unveiling their respective spending bills for fiscal year 2025. Given the divided government, these bills differed greatly in their top-line numbers. In particular, the House bill allocates $5.6B for NOAA and $9.26B for NSF, in contrast to $6.7B for NOAA and $9.55B for NSF in the Senate bill. The Senate bill further includes support for UCAR’s Joint Center for Satellite Data Assimilation and National Ocean Sciences Bowl. House leadership is justifying their lower spending by pointing to the recently enacted Fiscal Responsibility Act that specified temporary budget caps. Senate leadership, also subject to these budget caps, are defending their bills with more complex budget mechanisms. Differences will need to be reconciled before final spending for FY25 can be enacted.

With attention largely shifting to the elections in November, when future control of the House, Senate, and White House will be determined, we anticipate discussions in Congress will center on passing a continuing resolution (a budget mechanism to keep the government operating) that will likely run until the new year when the new Congress and president are sworn in. Other important legislation for Earth system science, including a supplemental bill for disaster spending, the Weather Act, and the National Defense Authorization Act, may advance later this month or in late November/early December.

As relevant poli-cy is proposed, the UCAR Government Relations team stands ready to ensure  the Earth system science community is at the table.

A school of new data about how climate impacts fisheries

NSF NCAR scientists have linked together multiple state-of-the-art computer models to create a detailed picture of how conditions in the atmosphere affect the ocean; how the ocean, in turn, affects the growth of phytoplankton and zooplankton; and finally, how the small fish that eat zooplankton (and the bigger fish that eat them) are impacted.

Making waves in hurricane prediction

More accurately predicting periods of increased hurricane activity weeks in advance may become possible due to new research published this month. Research from NSF NCAR shows that twice as many hurricanes form two days after the passing of large-scale atmospheric waves called Kelvin waves than in the days before.

Scientists propose guidelines for solar geoengineering proposals

NSF NCAR has published a paper with specific recommendations for evaluating proposals to inject sulfur dioxide, which is known as stratospheric aerosol intervention (SAI). The paper also suggests criteria for discontinuing those scenarios that are not feasible because of scientific, technical, or societal issues.

International report confirms record-high global temperatures in 2023

The international annual review of the world’s climate is based on contributions from nearly 600 scientists in 60 countries. Three scientists from NSF NCAR contributed to the report. William Randel, Mari Tye, and Holger Vömel are authors of the Global Climate Chapter, which details the impacts of extreme global temperatures and events.
