What should I submit to the IR?

The following types of publications should be submitted to the NOAA IR:

  • NOAA Series publications including but not limited to Technical Memorandum, Technical Reports, NOAA Atlases, Professional Papers, etc. The NOAA IR will take these documents dated back to 1970.
  • Any peer-reviewed journal articles that have been authored by NOAA staff (federal or contract) published after October 1, 2015. These articles should be the post-refereed version of the manuscript.

How do I submit my publications?

There are multiple ways to submit publications to the NOAA IR: via the IR Submission Form (requires a noaa.gov email address); via an email to noaa.repository@noaa.gov; or if your office utilizes RPTS, there is an option to submit directly to the NOAA IR from the system.
You are able to submit batches of documents via the Submission Form or through email. If submitting a batch of documents please utilize our batch submission templates for Journal Article Batches and NOAA Publications Batches.

Do my submissions need to be Section 508 Compliant?

Section 508 requirements vary depending on the type of document you are trying to submit.

  • All NOAA publications must be Section 508 Compliant upon submission to the NOAA IR. Non-compliant documents will not be accepted.
  • Open Access journal articles will be accepted in their final published form.
  • Any article that requires a manuscript version should be made compliant, however; the NOAA Central Library does Section 508 remediation for journal manuscripts.

For NOAA Grantees and Cooperative Institutes
Am I required to submit my publications to the NOAA IR?

Grantees and Cooperative Institutes who have received funding from NOAA must be submitted to the NOAA IR. Per the NOAA PARR Plan (2015), "[g]rantees shall be required to submit a digital copy of final pre-publication manuscripts to the NOAA Institutional Repository."

What publications should I submit?

The NOAA IR accepts all peer-reviewed journal articles published after October 1, 2015 from NOAA grantees and CIs. If the grantee or CI worked on a NOAA technical report or memoranda, these should also be included; however, it is recommended CI’s consult with the collaborating office to ensure that this has not already been submitted to the NOAA IR to reduce duplication.

How do I submit publications?

Cooperative Institutes and other grantees will need to submit publications via the NOAA IR service account: noaa.repository@noaa.gov. However, there are a couple iterations of a submission:

  1. Single document submission. To submit a single document via email for Open Access publications, we ask that you include the publication citation and any funding information (such as grant or contract numbers and the awarding office) If the item is not OA we ask that submitters send the post-refereed, pre-publication version of the manuscript to our noaa.repository@noaa.gov account, in addition to the citation and funding information.
  2. List submission. We ask that grantees/CIs use our batch submission template or something similar to send us a list of publications. (Note: please be sure to include article DOIs and funding information such as grant numbers whenever possible.) Once a list has been submitted to the noaa.repository@noaa.gov account, the NOAA IR team will review the list and notify the submitter if any manuscripts are required; any OA articles or those that we are allowed to harvest the publisher’s version will be processed without further action from the submitter.

What is a post-refereed, pre-publication manuscript?

Sometimes referred to as an accepted manuscript, post-print, or post-refereed, it is a draft of a manuscript after it has been peer reviewed but does not have publisher added content like pagination and logos. This is the version of the manuscript that we are looking for. Please see the following IR entries for some examples:

How long before my submission is available in the repository?

Submissions will usually be available in the repository within 2 weeks of receipt. Journal articles under embargo will be available 6-12 months after publication. If you submit a list of publications for the IR staff to review, this can take anywhere between 1-4 weeks. Processing of OA articles can take up to 6 months, but will be counted towards PARR compliance for the Fiscal Year they were submitted in.
