Represents an attribute

Record Field	Description
`AppliesToGetterAndSetter` Full Usage: `AppliesToGetterAndSetter` Field type: `bool`	Is this attribute being applied to a property getter or setter? Field type: `bool`
`ArgExpr` Full Usage: `ArgExpr` Field type: `SynExpr`	The argument of the attribute, perhaps a tuple Field type: `SynExpr`
