Steps to Reproduce

Run flutter upgrade from a disconnected machine:

[C:\Program Files\Microsoft Visual Studio\2022\Community] flutter upgrade
ProcessException: Process exited abnormally:
ssh: Could not resolve hostname github.com: No such host is known.
fatal: Could not read from remote repository.

Please make sure you have the correct access rights
and the repository exists.
  Command: git fetch --tags

It would be preferable if Flutter interpreted the exit error code and displayed a message that had fewer distractions (e.g. questioning access rights, referring to github (some users may not even understand why github is involved in an upgrade), running git fetch --tags).
