Dependency issues on install with Cloudsmith #14047

I have deleted Erlang 28 from Cloudsmith and the mirrors.

I have no idea what could be missing in package metadata w.r.t. Erlang dependencies but that's the only short term solution: not publish Erlang 28.x packages until we finish testing it (on 28.0.1 or so) and list that version as supported.
