The spreadsheets provided below reflect foreign gifts and contracts that institutions of higher education reported to the U.S. Department of Education (the Department). In accordance with paragraphs (b) and (e) of section 117 of the Higher Education Act of 1965, as amended (HEA) [see also, 20 U.S.C. § 1011f(b) and (e)], certain foreign gift and contract information reported to the Department constitute public records.

Some of the gifts and contracts data were reported to the Department by institutions prior to June 22, 2020, through a legacy reporting system. Starting June 22, 2020, the Department expanded its Section 117 information collection and institutions were required to report their Section 117 data through an updated reporting portal. Therefore, the spreadsheets contain in each record row a “Legacy Data” field indicating which system was used by the institution to report the data. The spreadsheets include foreign gifts and contracts reported through the indicated date, no matter when the underlying transaction took place. Any negative amounts reported in the spreadsheets indicate an institutionally reported adjustment to a previously reported amount.

Note: All data, new and historic, is self-reported by institutions. As of June 2024, the former online data search and file repository at sites.ed.gov/foreigngifts have been decommissioned, and all of the spreadsheet data files hosted on that site have been migrated to this page.
