Within the current multilateral security framework, Romania actively contributes together with ot... more Within the current multilateral security framework, Romania actively contributes together with other EU Member States to support international endeavours that have generated the development of missions and operations for peacekeeping, peace enforcement, rule of law, police assisting/reforming and reconstruction. The personnel of the national defence system takes part in a wide range of international missions, bringing a strong contribution to the fulfilment of the strategic objectives commissioned by aforementioned organizations. This article takes into consideration the presence of transnational mercenaries in the conflicts ... more This article takes into consideration the presence of transnational mercenaries in the conflicts around the world and the national security implications of their returning to home countries. Many European states are nowadays worried because of the threats posed to the international security by foreign fighters that are currently fighting in Syria. This phenomenon must be carefully analyzed by the national authorities because such individuals could become radicalized and their new skills and fighting experience could be used for organizing terrorist attempts. The research underlines some measures taken today by the states against the mercenaries, in order to protect the public order and national security, and also offers some ideas for the Romanian authorities in order to develop action plans and foreign fighters counter-strategies that go in line with those of EU and European countries.

This paperwork aims to emphasise the strategic importance of the „Lessons Learned” concept both f... more This paperwork aims to emphasise the strategic importance of the „Lessons Learned” concept both for missions and operations deployed by various national and international actors (EU, UN, NATO, OSCE, law enforcement agencies, civilian and military authorities with responsibilities in the fields of public safety, security and crisis management). It is a research compiled by studying specific reports related to this subject and by interviewing several experienced national experts seconded by law enforcement agencies to international organizations.
Learning Lessons from experience offers solutions and helps the organizations to be more effective in achieving their objectives, to have better results and avoid dysfunctions and errors.
The study’s main objective is to bring several arguments for implementing the Lessons Learned concept by the strategic actors that are not very familiar with it.
