That is a possibility, although I favor another one. I'll break it down:
- By what I have read from other people, an Arbiter was a creature that inherited the traits from two Apostles, which fits the MC.
- Henry is probably a lesser spawn (Eisheth said that Kira and Elijah were "the spawn of far more powerful kin"), yet he is abnormally strong
- When questioned about Henry, Humanity said that "A great power resides within him, the lost strength of a forgotten deity, born anew".
- During MC's second evolution (fight against Klaus), and in the interactions with the Origin/Eye, it is heavily suggested that the Origin/Eye is the entity/god that gave origin to the Apostles and the whole universe.
With all of that said, what I hypothesize is that Ella was indeed trying to make Arbiters, as seem with the MC and Jake (who was supposed to also inherit Power, apparently). I do not believe, though, that she knows about the Origin/Eye/God inside of MC. I think that she wants the MC to become stronger both to be a better pawn in her schemes and because she (depending on your choices) genuinely likes the MC and wants him to survive through whatever her plan for the monster invasion is.
Getting to level 5 naturally depends on the superhuman passing all the tests (it is implied that Henry did so by accident when he talks about his evolution [when he shows you the library, ask him for books on evolution]). I am not sure if the "forgotten deity" Humanity talks about is the Origin/God, or multiple entities. Both are possible, since the Origin says that "I connect to every branch. But only those capable of bearing fruit, can I fully embrace". In other words, even if one ascends naturally to level 5, if it is the Origin the forgotten deity Humanity mentions, this superhuman not necessarily will become as powerful as the natural level 5s. There is also the possibility that a forced ascension may still work, as the Apostles may be simply gatekeep level 5 to those who were loyal to them.
