These grants are from the <strong><a href="https://www.ntia.gov/press-release/2023/biden-harris-administration-announces-nearly-1-billion-new-internet-all-funding-available-tribal">second round of funding</a></strong>, which made nearly $1 billion available for the deployment of Internet infrastructure on Tribal Lands, affordability programs, telehealth and distance learning initiatives.</p> <p>"Access to affordable, reliable Internet is not a luxury – it's a necessity," <strong>said U.S. Secretary of Commerce Gina Raimondo.</strong> "That's why this historic investment to connect Tribal communities is so important. These awards will ensure that residents of Tribal lands have the Internet connections they need to take advantage of digital opportunities for work, education, health care, and other essential services.</p> <p>“There is no one-size-fits-all approach to achieving meaningful, universal Internet access. That’s especially true on Tribal lands,” <strong>said Assistant Secretary of Commerce for Communications and Information and NTIA Administrator Alan Davidson</strong>. “Each grant we announce today reflects a Tribe’s own novel approach to bridging the digital divide in their community.”</p> <p>The $17,899,778 will support Internet adoption projects on Tribal lands.</p> <p>The funding for the Tribal Broadband Connectivity Program is from the Consolidated Appropriations Act, 2021 ($980 million) and the Biden-Harris Administration’s Bipartisan Infrastructure Law ($2 billion). Additional grants will be announced on a rolling basis. These investments will empower individuals and communities across the nation with the essential skills they need to thrive in today’s connected world.  </p> <p>This funding comes from the $1.25 billion <strong><a href="https://www.ntia.gov/funding-programs/internet-all/digital-equity-act-programs/digital-equity-competitive-grant-program">Digital Equity Competitive Grant Program</a></strong>, one of three Digital Equity Act grant programs created by the Bipartisan Infrastructure Law.  </p> <p>“Right now, millions of Americans want to use the Internet, but either don’t know how or can’t afford the devices to do so. The Commerce Department is working to get these Americans the skills and technology they need to take full advantage of their Internet connection so they can better their lives and grow the economy for everyone,” said <strong>U.S. Secretary of Commerce Gina Raimondo. </strong>“Today’s announcement, made possible by President Biden’s Bipartisan Infrastructure Law, is a historic investment in getting everyone in America the tools they need to succeed online.” </p> <p>Many people in America struggle to use the Internet connection available to them—for example, some cannot afford a computer or tablet at home; others lack the digital skills to navigate online resources and protect their personal and financial information online. Competitive Grant Program funding can be used for a variety of purposes, such as digital skills training, workforce development, access to equipment at low or no cost, or the construction of public computing centers. </p> <p>“Everyone in America should have a fair shot at participating in the modern digital economy,” said <strong>Assistant Secretary of Commerce for Communications and Information and NTIA Administrator Alan Davidson.</strong> “But all too often those opportunities are out of reach for many among us. NTIA’s digital inclusion grant programs will change that through funding for devices, skills training, and more—so that seniors, veterans and others can fully participate online.” </p> <p>The funding announced today will support 24 projects across 39 states and territories. The final Alternative Broadband Technology Policy Notice provides states and territories with additional guidance on issuing subgrants to these “alternative technology” providers.  This notice gives states and territories additional flexibility and simplified processes for determining where Alternative Technologies can be funded, all while ensuring that states and territories may select the most robust technology for each BEAD funded location, including those locations in the most remote and difficult to reach areas.</p> <p>NTIA has also taken steps to significantly reduce barriers to participation by LEO satellite providers. The Policy Notice gives states the flexibility to reimburse LEO providers based upon either subscriber milestones or the number of locations in a project area. Letter of Credit obligations, Federal interest requirements, and consumer premises equipment obligations have all been addressed in a manner that will better facilitate participation by LEO providers while preserving taxpayer and consumer protections across the BEAD program.   </p> <p>On August 26, 2024, NTIA released draft guidance on the use of Alternative Broadband Technology under BEAD. In response, NTIA received 138 comments from state broadband offices, network providers, industry associations, manufacturers, and consumers.  Many commenters supported adoption of the draft guidance as written, and others proposed modifications and clarifications to the draft language.</p> <p>Many commenters urged NTIA to continue its focus on fiber to the home deployments.  NTIA reiterates through this Public Notice the importance of these Priority Broadband Projects, which the Bipartisan Infrastructure Law required NTIA to define.  NTIA has long recognized, however, that the cost of deployment for some locations may require the use of Alternative Technologies. This means that, subject to the terms and conditions of their awards, Eligible Entities can access their BEAD allocation to connect every resident to affordable, reliable high-speed Internet service. With all 56 Eligible Entities having now reached this critical milestone, we know that grantees are eager to begin deployment of new high-speed Internet networks.</p> <p>That’s why today, NTIA is accelerating construction to households across the country by streamlining the BEAD Final Proposal process and providing resources that will allow states, territories, and service providers to put shovels in the ground more quickly. With these steps, states, territories, and providers can fast-track the important work of connecting unserved and underserved Americans.  </p> <p>In November, NTIA announced that all 56 states and territories have received approval of their BEAD Initial Proposals.  States are now completing their challenge processes and selecting the service providers who will build BEAD-funded networks to unserved and underserved locations. When that process is completed, they will submit their Final Proposal, which details the results of that process. To date, Louisiana, Delaware, and Nevada have completed both processes. </p> <p>Today, NTIA released two documents to streamline the Final Proposal and accelerate BEAD construction. </p> <h2><strong>I.</strong> <a href="https://www.ntia.gov/sites/default/files/2024-11/bead_final_proposal_guidance_v1.2.pdf"><strong>Streamlined Final Proposal Guidance</strong></a></h2> <ul><li>Streamlined more than 40% of questions to save states and territories critical time to focus on implementation.</li> <li>Removed duplicative waiting period after the state or territory’s subgrantee review meeting, allowing states to immediately post their proposals for public comment.</li> <li>Gave states flexibility to move through the public comment period more quickly.</li> </ul><h2><strong>II. </strong><a href="https://www.ntia.gov/funding-programs/internet-all/broadband-equity-access-and-deployment-bead-program/program-documentation/accelerating-construction-bead-projects"><strong>Accelerating Construction of BEAD Projects</strong></a></h2> <p>NTIA’s guidance document identifies actionable steps states, territories, and service providers can take to accelerate the construction of BEAD projects.</p> <h3><em><strong>Actions by States and Territories:</strong></em></h3> <ul><li>Negotiation of service provider agreements: states and territories are encouraged to post draft service provider agreements prior to the start of subgrantee selection so that potential subgrantees can better understand contractual obligations. <ul><li>In addition, states and territories may begin negotiating subgrantee agreements with provisional subgrantees <strong>immediately </strong>upon selection.</li> </ul></li> <li>Environmental Review: As joint lead agencies under the National Environmental Policy Act (NEPA), states and territories may have service providers complete environmental studies and prepare NEPA documents <strong>before </strong>NTIA approves their Final Proposal. These grants are from the <strong><a href="https://www.ntia.gov/press-release/2023/biden-harris-administration-announces-nearly-1-billion-new-internet-all-funding-available-tribal">second round of funding</a></strong>, which made nearly $1 billion available for the deployment of Internet infrastructure on Tribal Lands, affordability programs, telehealth and distance learning initiatives.  Awards will be issued following budget review and processing.</p> <p>"Access to affordable, reliable Internet is not a luxury – it's a necessity," <strong>said U.S. Secretary of Commerce Gina Raimondo</strong>. "That's why this historic investment to connect Tribal communities is so important. These awards will ensure that residents of Tribal lands have the Internet connections they need to take advantage of digital opportunities for work, education, health care, and other essential services. </p> <p>“There is no one-size-fits-all approach to achieving meaningful, universal Internet access. This funding comes from the $1.44 billion State Digital Equity Capacity Grant Program, one of three Digital Equity Act grant programs created by the Bipartisan Infrastructure Law.  </p> <p>This funding is part of the “Internet for All” initiative, a key component of President Biden’s “Investing in America” agenda. For a variety of reasons, many Americans struggle to use the Internet connection available to them—for example, some lack the skills to navigate online resources and protect their personal and financial information online; others cannot afford a computer or tablet at home.  </p> <p>Washington will use this funding to implement its digital equity plan, which outlines how the state will empower individuals and communities with the tools and skills necessary to benefit from meaningful access to affordable, reliable, high-speed Internet service.</p> <p>“Quality, affordable high-speed Internet allows families and businesses to thrive in our modern economy. Thanks to President Biden’s Bipartisan Infrastructure Law, the Department of Commerce is connecting everyone in Washington and across the country to quality, affordable high-speed Internet and providing the resources they need to make the most of that Internet connection,” said <strong>U.S. Secretary of Commerce Gina Raimondo.</strong> “We look forward to working with Washington to ensure residents across the state have the tools and skills to take advantage of quality, affordable high-speed Internet – whether it’s for work, education, health care, or any other essential service.”</p> <p>This approval is from the first funding round of the <strong><a href="https://www.ntia.gov/press-release/2024/biden-harris-administration-allocates-more-800-million-increase-digital-inclusion-efforts">Digital Equity Capacity Grant Program</a></strong>, which made available more than $800 million for states, including Puerto Rico and the District of Columbia, U.S. Territories, and Native Entities to apply for grants to implement their digital equity plans. These plans were developed under the <strong><a href="https://www.ntia.gov/funding-programs/internet-all/state-digital-equity-planning-grant-program">State Digital Equity Planning Grant Program</a></strong>. Awards of funding will require additional review and approval of State-submitted documentation.    </p> <p>“For the first time, every state in the nation has a digital equity plan in place to promote widespread adoption of high-speed Internet services. Washington now can request access to the funds to put its digital equity plan into action,” said <strong>Assistant Secretary of Commerce for Communications and Information and NTIA Administrator Alan Davidson. </strong>“The Biden-Harris Administration’s Internet for All initiative will ensure everyone can thrive online through access to devices and digital skills.”  </p> <p>“This funding represents a major step toward closing the digital divide in Washington state—making sure that everyone, no matter where they live, can make the most of a high-speed Internet connection to work, study, get health care, and connect with their loved ones,” said <strong>Senator Patty Murray</strong>, Chair of the Senate Appropriations Committee. “I wrote the <em>Digital Equity Act </em>before the pandemic because it was clear even then that high-speed Internet access is no longer a luxury, but a necessity—and this has only become more true in the years since. Today’s announcement means Washington state will be able to begin implementing its comprehensive digital equity plan—bringing broadband services and digital skills to everyone and eliminating barriers that prevent people from affording and affording and taking advantage of a reliable Internet connection.”</p> <p>“Washington has committed to make ‘Internet for all’ possible and I’m grateful these funds will continue those efforts,” said <strong>Governor Jay Inslee. </strong>“We’re one of the best-connected states as far as broadband goes but still have more than 200,000 households without broadband access. We’ll continue to scale up our efforts until that need is met along with all the opportunities it brings.”</p> <p>Washington will use the $15,983,29 in funding to implement key digital equity initiatives, including:  </p> <ul><li>Development of a train-the-trainer certificate program for digital inclusion programs, with a peer-to-peer model to ensure that education is provided in a culturally relevant and accessible manner for all Covered Populations;  </li> <li>Conducting outreach and engagement, providing in-person digital skills trainings and tools and educational resources related to online privacy, and cybersecurity, and digital literacy;</li> <li>Partnering with Internet service providers (ISPs) to promote cybersecurity education.  </li> </ul><p>Additional funding opportunities will be available in the future.
