Application by Télé Inter-Rives ltée to amend the broadcasting licence of the television programming undertaking CIMT-TV Rivière-du-Loup, Quebec.

The licensee proposes to add post-transition digital transmitters at Edmundston, Trois-Pistoles, Baie-Saint-Paul, Saint-Urbain, Les Escoumins and Cabano to broadcast the programming of CIMT-TV.

The new digital transmitter at Edmundston, CIMT-DT-1, would operate on channel 4 with an average effective radiated power (ERP) of 1,062 watts (maximum ERP of 2,220 watts with an effective height of antenna above average terrain [EHAAT] of 114.1 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 92%, from 34,737 persons to 66,873.

The new digital transmitter at Trois-Pistoles, CIMT-DT-2, would operate on channel 13 with an average ERP of 9 watts (maximum ERP of 50 watts with an EHAAT of 50.6 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 10%, from 4,406 persons to 4,853.

The new digital transmitter at Baie-Saint-Paul, CIMT-DT-4, would operate on channel 13 with an average ERP of 7.5 watts (maximum ERP of 40 watts with an EHAAT of 4.2 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 50%, from 6,438 persons to 9,679.

The new digital transmitter at Saint-Urbain, CIMT-DT-5, would operate on channel 36 with an average ERP of 70 watts (maximum ERP of 394 watts with an EHAAT of 27.8 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 61%, from 4,774 persons to 7,713.

The new digital transmitter at Les Escoumins, CIMT-DT-7, would operate on channel 35 with an average ERP of 64 watts (maximum ERP of 312 watts with an EHAAT of 87.9 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 38%, from 1,690 persons to 2,343.

The new digital transmitter at Cabano, CIMT-DT-8, would operate on channel 23 with an average ERP of 39 watts (maximum ERP of 101 watts with an EHAAT of 125.5 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by about 16%, from 7,634 persons to 8,576.

Application 2010-1553-7

Application by CTV Corp. to amend the broadcasting licence of the English-language conventional television programming undertaking CIVI-TV Victoria, in order to add a post-transition digital transmitter in Victoria.

The new transmitter would operate on channel 23 with an average effective radiated power (ERP) of 720 watts (maximum ERP of 1,500 watts with an effective height of antenna above average terrain of 99.6 metres).

The implementation of this transmitter would increase the potential viewership in the regional service area by 9.4%, from 309,747 persons to 338,964.

The Commission notes that this application is not in compliance with Notice No. SMBR-006- 08, relating to Industry Canada’s (the Department) DTV (Digital Television) Post-Transition Allotment Plan. The licensee proposes to use channel 23 instead of channel 40 as allotted by the Department’s Plan.

The intervention must be received by the Commission and by the applicant on or before the above-mentioned date. The Commission cannot be held responsible for postal delays and will not notify a party whose intervention is received after the deadline date. The intervention will not be considered by the Commission and will not be part of the public file.

Interventions will be considered by the Commission and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

Written interventions should be submitted to the Secretary General of the Commission in only one of the following formats:

A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.

The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.

Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.

Submissions longer than five pages should include a summary.

Each paragraph of the submission should be numbered. In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.

Interventions should clearly identify the application referred to and indicate whether parties support or oppose the application, or, if they propose changes to it, include the facts and grounds for their proposal.
