In this paper we present an optimization approach to assessing the performance of service organiz... more In this paper we present an optimization approach to assessing the performance of service organizations from an Efficiency Analysis standpoint. In what concerns the empirical illustration, even though the paper employs data from a sample of Decision Making Units (DMUs) pertaining to a public system of academic libraries, there is no loss of generality if and when other kinds of organizations are considered. Summing up, our approach combines in a simple way efficiency scores computed from the estimation of selected Data Envelopment Analysis (DEA) models and a long run evaluation provided by Markovian analysis. The Markovian approach provides better knowledge concerning the time delay required for efficiency to be attained for the first time when a prescribed operation plan happens to be adopted. The text is organized in five sections that include this introduction. The second section brings together some background ideas and results that helped found the paper. In the next section the methodological procedure is explained, followed by empirical findings in the fourth section. Conclusions, limitations and pending issues are presented to close the text.

A base de dados é originada de demonstrações contábeis do período 2000-2011, de empresas listadas na BOVESPA. É utilizada estratégia de data mining para selecionar os atributos. Os resultados obtidos e as validações realizadas evidenciam sucesso da estratégia adotada, podendo ser considerada bem competitiva com outras estratégias utilizadas em estudos similares. O objetivo deste artigo é construir um modelo empírico para caracterizar o com-portamento do Índice de Abertura Orçamentária (IAO) em resposta a algumas daquelas variáveis. Os dados sobre o IAO se baseiam no índice definido e divulgado pelo International Budget Partnership. Foram utilizadas diversas fontes de dados secundá-rios para obter informações sobre as variáveis independentes, aqui denominadas "fato-res determinantes". O alto valor de certas correlações sugeriu eliminar algumas das variáveis independentes inicialmente selecionadas, a despeito de serem recomendadas em alguns dos estudos resenhados. Transaction Cost Economics is a recent perspective to organizations analysis, and it is still lit... more Transaction Cost Economics is a recent perspective to organizations analysis, and it is still little applied in the public sector. The purpose of this paper is to assess the relative efficiency of two primary health care platforms, one in Argentina and the another one in Brazil. The transaction costs are categorized, counted and normalized into quartiles from direct observation, interviews and documental review. Besides, institutional arrangements are described. The discriminating hypothesis of association between organizational efficiency and the alignment of transaction characteristics with the governance mode is comparatively tested. The analysis showed that the Brazilian case presented lower frequency of transaction costs because its institutional arrangement contains more coordination and incentives with less strategic uncertainty. Evandro Chagas National Institute of Infectious Diseases (INI) has implemented Laboratories for C... more Evandro Chagas National Institute of Infectious Diseases (INI) has implemented Laboratories for Clinical Research Associated to Healthcare Assistance in Infectious Diseases, structures inspired on Innovative Organization of Mintzberg’s theory. In order to improve clinical research according to Integral Healthcare Model, INI’s Chagas Disease Clinical Research Laboratory has adopted this organizational innovation as an incentive mechanism based upon values of decentralization and entrepreneurial orientation. This case study uses, as methods to assess said innovation, surveying of micro costs, Activity Based Costing system, Spearman correlation test and DEA. Aggregates knowledge on the contribution of organizational values in multipurpose public health organizations and shows the effects of INI’s restructuring on development of research, diversification of healthcare and promotion of cost-effectiveness and overall efficiency.

By empirically focusing on hospital units (HU) this paper intends to test whether the managerial ... more By empirically focusing on hospital units (HU) this paper intends to test whether the managerial functions related to staff training, patient education, governance and information, as established by Accreditation Standards for Hospitals quality control certification system (HA), are associated to health services environment. The convenience sample consisted of 24 assessment reports relating to 18 unidentified hospitals and completed between 2004 and 2008. To investigate the empirical information both descriptive and confirmatory analysis were performed.with the help of statistical techniques. Stated research goals were only partially attained due to both the small sample and collinearity problems, as well as to the small range of most independent variables in the study. Two contributions of the paper should be noted: first, the establishment of the connections between HA, transactions costs inside hospital units and health care market development, as well as its pioneering use of HA reports as a data source on the economics of organizations; second, the managerial implications stemming from its investigation of the organizational environment around HU and pointing to a necessary compromise of managers and professionals toward organizational change. The strategic positioning of multipurpose public health organizations requires cost effectiveness... more The strategic positioning of multipurpose public health organizations requires cost effectiveness and innovative dynamism. This study investigates the guiding principles of innovation in the Brazilian Leishmaniases Clinical Research and Surveillance Laboratory at the Evandro Chagas National Institute of Infectious Diseases, Oswaldo Cruz Foundation. It examines three primary issues: cost reduction in healthcare procedures; cost effectiveness in resource distribution among healthcare, teaching, and research activities; and growth in relative technical efficiency within the organization. For the analysis of costs and expenses the Activity-Based Costing approach is adopted, whereas research distribution is analysed using the Spearman Test. Further, overall efficiency is studied through Data Envelopment Analysis. The main findings confirm that organizational innovation is driven by relative growth in technical efficiency. Such observed rationality in decision-making could be perceived as an alternative to the neoclassical hypothesis of short-run firm behavior. As such, the article empirically contributes to existing literature regarding guiding principle of innovation in health organizations.

Face à incerteza do quadro da Saúde Pública, que exige capacidade de resposta do Setor Público, o... more Face à incerteza do quadro da Saúde Pública, que exige capacidade de resposta do Setor Público, o Instituto de Pesquisa Clínica Evandro Chagas - IPEC-FIOCRUZ diversificou-se em 14 programas de pesquisa, inovação, ensino e atendimento de doenças infecciosas, tendo experimentado um grande aumento do seu orçamento no período 2002-2006. Com ajuda da Análise Envoltória de Dados - DEA, o artigo investiga se a estratégia de crescimento com diversificação do IPEC resultou em ineficiência. A conclusão é de que a estrutura de Programa de Ação Integrada- PAI é compatível com trajetórias viáveis e eficientes de organização da pesquisa clínica.

Este trabalho avalia a estratégia do Instituto de Pesquisa Clínica Evandro Chagas da Fundação Osw... more Este trabalho avalia a estratégia do Instituto de Pesquisa Clínica Evandro Chagas da Fundação Oswaldo Cruz (IPEC/FIOCRUZ) para promover a pesquisa estratégica em saúde por meio de ações integradas de pesquisa clínica (PAIs). Foi avaliado o desempenho de oito PAIs entre 2002 e 2009, usando a Análise Envoltória de Dados – DEA para calcular uma fronteira de eficiência. O modelo DEA permitiu discriminar as PAIs entre ações eficientes e ineficientes e indicou os planos de operação pró-eficiência de curto prazo para as PAIs. Utilizando a hipótese markoviana na análise da transição das PAIs entre os estados de eficiência e ineficiência determinou-se que, no longo prazo, o número de PAIs ineficientes poderá aumentar, caso não sejam adotadas medidas gerenciais corretivas. A primeira conclusão da análise é de que a nova estrutura de organização assegurou ao IPEC uma trajetória de expansão eficiente e sustentável. Este trabalho tem por objetivo testar hipóteses acerca da influência de características organizac... more Este trabalho tem por objetivo testar hipóteses acerca da influência de características organizacionais sobre a diversificação das atividades de treinamento eventualmente praticadas por empresas prestadoras de serviços profissionais contábeis. Como suporte empírico, foi utilizada uma amostra de conveniência gerada no estado do Rio de Janeiro a partir da resposta de 531 organizações a um questionário postal contendo 38 questões de diversos tipos. Dessas questões, foram exploradas as mais diretamente relacionadas à oferta de oportunidades de treinamento aos empregados. Utilizando a especificação e estimação de dois modelos de regressão múltipla, foi possível encontrar que a diversidade do treinamento está positivamente associada ao número de empregados, à atividade inovadora, à diversidade dos serviços ofertados e a duas variáveis representando atenção ao mercado, mas não se vincula à idade nem à localização da organização. Esses resultados interessam não somente à programação de treinamento pelos gestores internos, ajudando-os a antecipar demandas ou aproveitar oportunidades, mas também a organizações que forneçam tais programas, tanto privadas quanto públicas, incluindo conselhos profissionais.
