Migrate from explicit-boundary-types lint rule to --isolatedDeclarations #943
Description
Currently there are ~176 errors that appear if --isolatedDeclarations is enabled.
There should be a way to autofix these though I haven't been able to get it working yet:
Should also remove "@typescript-eslint/explicit-module-boundary-types" once that's done.
