[flutter_tools] tool should delete old artifacts before caching new ones #125067
Description
Would be a fix to:
- [flutter_tools] ProcessException crash during rsync, some files could not be transferred (code 23), "Versions/A/FlutterMacOS": No such file or directory #99785
- App fails to build,
Flutter.framework/Flutter does not exist, framework is missing from the Flutter SDK cache #100438
Also would allow us to remove the double zipping when creating the FlutterMacOS.framework.zip archive: https://github.com/flutter/engine/pull/41306/files
