[flutter_tools] the tool should have a way to share validation checks between the doctor and flutter build #127431
Description
We have many validations that run as part of the flutter doctor command that would detect either a failing build or an invalid one (inspired by #125653). We should refactor the tool such that validators can register themselves as something that should run before a build for that platform.
