Steps:

  1. Review the initial design doc
  2. Create your own design doc using the template and outline your suggestion for the improvement
  3. Link the doc to this issue and send for review.
  4. Create prototype, send for review and discuss next steps

Be ready for many review iterations, as flutter doctor is on critical path of Flutter getting started.
