Instead of having the releases in a file on GCS, migrate the releases to a database so that we can easily audit changes to release versions and reduce complexity.

We should work with the folks at subosito/flutter-action as they use to discover versions to enable github actions. I've also got some work on gcp buildpacks that use this file.
